This theme is associated with Gandalf the White and Shadowfax. Note that all the occurrences listed below involve a mounted Gandalf.

As Kelly Sedinger has pointed out, The White Rider, though quite different in mood, is related to the Isengard theme in that they both begin with the same 3-note mordent figure. Since, by the time this theme appears, Gandalf has already said explicitly that he is "Saruman as he should have been," it is not surprising that the musical themes for the two mirror-image wizards would be connected. It is also worth noting that Shore uses the same musical technique to connect the Ring and Barad-Dur themes.
